Amnesty and penalty screening

The record is screened against the Debt Demolisher amnesty, which waives penalties and interest on eligible summonses. The window closes January 10, 2027.

The program's terms

Under the Debt Demolisher program, a summons that went to default is settled at 100 percent of the original base fine, with default penalties and interest waived. A summons that was heard and decided in violation is settled at 75 percent of the imposed fine, with interest waived.

What the screen does

The screen sets the record against those terms, summons by summons: which balances sit in which group, which exclusions may apply, and which questions the judgment record has to answer before any figure can be relied on.

The screen is a screening result, not a promise. Final eligibility is set by the judgment record at OATH and the Department of Finance, and the exact split between base fine and default penalty lives in that record, not in the open data.

The penalty side of the record

Screening also covers what the record costs if nothing is done. A Class 1 summons with no certificate on file can draw a $5,000 penalty per summons, with re-inspections every 60 days.

One Class 1 summons, no Certificate of Correction on file $5,000 $0 $2,500 $5,000
The AEUHAZ civil penalty one uncertified Class 1 summons can draw, per summons, at a construction site other than a 1 to 4 family home.

Start with the record

The screen runs as part of the Open-Violation File, $399 flat per license record, or start with a record review request.
