Scale Local

The practice

Scale Local is a records and compliance practice for licensed trades firms in New York City. The practice does one kind of work: it takes a firm's city record, puts it in order, and prepares the firm to act on it.

Owners of trades firms got into the work to build, not to fight city paperwork. The record sits there either way, and it carries the firm's name. Scale Local handles the record side of it: the pulling together, the ordering, and the preparation.

Every file is prepared from the Department of Buildings' own violation and license records. The practice's specialty is the open ECB summons record behind a firm's license: what is open, what each deadline is, and what can be prepared for each summons.

The principal

Josh Baker, principal

Josh Baker is the principal of Scale Local. He is the person who answers the practice's email.

Questions about a record go to him, and he answers them himself. A record review request gets a reply from Josh Baker within one business day.

What the practice does, and what it does not do

The practice does

  • Pull every open ECB summons on a license record into one file.
  • Set each deadline out in the order it falls due.
  • Prepare a correction pack for each summons that can be certified.
  • Screen the record against the Debt Demolisher amnesty.

The practice does not

  • Appear at OATH. Scale Local does not represent firms at hearings.
  • Pay penalties. The city is paid by the firm.
  • Give legal advice.
  • Promise an outcome. OATH and DOB decide.

Sources

Every file is prepared from the city's own records: DOB ECB violation records and DOB license records, published on NYC Open Data and pulled for the license record under review.

Process and program terms are taken from the Department of Buildings' published Certificate of Correction rules and the Debt Demolisher program terms. Where a decision sits in a record the open data does not show, the file says so rather than guessing.
